FAcE-PaM is a not-for-profit non-governmental organization, registered with the Cooperate Affairs Commission in 1998. FAcE- PaM’s vision is a Transformed Society with the capacity for Sustainable Development with the Mission to Enhance Human Development through Empowerment, Education, Reduction of Poverty and Malnutrition.  FAcE-PaM’s  is  a Partner to CARE International in the implementation of CAtalyzing Strengthened policy aCtion for heAlthy Diets and resilience (CASCADE) Project.

 CASCADE Project is a Programme being implemented being implemented by CARE International and Global Alliance for Improved Nutrition (GAIN) with funding from the Netherlands Ministry of Foreign Affairs. CASCADE is a 4.5year (2022-2026) programme implemented across six countries (Nigeria, Benin, Mozambique, Kenya, Ethiopia and Uganda). In Nigeria the program aims to strengthen nutrition systems that contribute to ending malnutrition for 1.1 million women of reproductive age and children under the age of 5 and is being implemented in the State of Bauchi, Jigawa, Kebbi and Nasarawa States.

RESPONSIBILITIES & TASKS:

Job Responsibility #1: Technical Support and Project Management         

• Responsible for project oversight, management and implementation of CASCADE project in Jigawa and Kebbi State..
• Provide technical support for all thematic areas, health/nutrition agricultural livelihood, policy and governance, gender activities and different Nutrition policy service pathways.
• Provide technical leadership to the project team, Stakeholders
• Identify, track and resolve project issues on an ongoing basis, and proactively seek support where issues require wider attention and resolution.
• Support team in the application of agreed program approaches and adherence to quality standards.
• Provide input into revised work plans, Budget referring to ensure effective management of  CASCADE project to be on scope, budget, time and other available  resource and  within project guidance.
• Facilitate the design, review, and updating of detailed Implementation Plans and field activities for thematic areas.
• Coordinate with the CARE Nigeria CASCADE team to ensure programmatic and operational support for timely and quality project implementation.

Job Responsibility #2: Coordination and Representation

• Attend project coordination meetings at Local Government level to ensure effective coordination and linkages with other National partners as well Local Government structures on project key thematic areas.
• Represent CASCADE project in relevant fora related to key technical areas in consultation with CASCADE Project Manager.
• Support networking and coordination of efforts with government, private sector, and key stakeholders who share mutual objectives.

Job Responsibility #3: Monitoring and Reporting

• Ensure efficient use of project resources, adherence to CARE standards, and compliance with CASCADE project SOPs and regulations.
• Contribute to project monitoring and reporting to CARE Nigeria.
• With other team members of the PMT, create and promote a productive learning environment.
• Ensure the regular monitoring of project activities against existing workplans to ensure effective and efficient implementation; assess program technical quality with team and identify any weaknesses and elaborate corrective action plans as needed.
• Facilitate regular CASCADE review meetings with local government, target communities and project staff.
• Use reporting guidelines to track and develop quality weekly updates, situational reports, monthly, quarterly, annual and end of projects reports, key lessons, and success stories in accordance with CARE requirements.

Job Responsibility #4: Learning

• Monitor developments related to key technical areas under supervision, including best practices and engage in personal development and learning on an ongoing basis.
• Ensure that knowledge and learning is documented and shared with MEAL team.

QUALIFICATION/EXPERIENCE/TECHNICAL SKILLS:

Required

• Masters or University degree in, Nutrition and Dietetics, Public Health, MBBS, Agri-business Management, Development Studies, Public Policy or any related Social Science disciplines
• Minimum 5 years of work experience in Development programming, and team leadership most especially on Nutrition, Governance or health programming
• Ability to develop quality technical quality reports also report timely. 
• Experience in working in a Nutrition, livelihood, Governance programs and maintaining amicable relationships with partners’ staff and stakeholders.

• Knowledge of local languages spoken in Jigawa and Kebbi.

JOB SUMMARY

FAcE-PaM seeks to engage a Health and Nutrition Officer for its Catalysing Strengthened PoliCy Action for Healthy Diets and ResiliencE (CASCADE)-CARE Project to deliver the objective of healthier diets and increased resilience to price and climate-related shocks for women and children in Jigawa and Kebbi state, Nigeria.

The incumbent will support the design/review, implementation, monitoring, and evaluation, as well as knowledge management of activities relating to nutrition-specific/sensitive interventions with a particular emphasis on maternal and child nutrition, nutrition, and comprehensive nutrition services interventions (CNSI) package.

RESPONSIBILITIES AND TASKS:

Job Responsibility #1: Key Duties and Responsibilities

• The Health and Nutrition Officer will be responsible for technical and operational implementation of nutrition-specific/sensitive programs as well as contribute to meeting the nutrition needs of CASCADE-CARE programme participants in Jigawa and Kebbi states.
• Plan, implement and monitor the Nutrition activities.
• The incumbent will support the design/review, implementation, monitoring, and evaluation, as well as knowledge management of Nutrition activities.
• Assist in developing and expanding malnutrition prevention activities through the promotion of Maternal Infant Young Child Nutrition (MIYCN) and  its Social Behavioral Communication (SBCC)  Strategy awareness raising in targeted areas.
• Strengthen external stakeholder engagement including communities’ local governments to strengthen nutrition programming
• Work closely with Primary Health Care Centers and frontline Health Care Workers in facilitating access to Nutrition services
• Support Community Management of acute Malnutrition leveraging Nutrition and Health improvement platforms
• Conduct/support community and facility-level cooking demonstrations.

Job Responsibility #2: Project Monitoring and Reporting

• Summarize Nutrition data, conduct analysis and prepare reports to support programme reviews and informative decision-making.
• Timely preparation of monthly, and quarterly reports.

Job Responsibility #3: Capacity Building and Coaching

•  Strengthen capacity of community structures to on effective and quality nutrition service provision.
• Build team capacity in Nutrition through effective guidance, coaching, training, and accountability.

Job Responsibility #4: Coordination and Representation

• Support quarterly coordination meetings of Local Government Committee on Nutrition and other Local Government Health actors’ coordination meeting
• Facilitate monthly coordination meeting of Nutrition structures platforms at community level. 
• Build very good team spirit with the CASCADE-CARE programme and supporting staff at the field, and the office. 
• Support communication and activities with other partners, agencies, NGOs, and government institutions.

Job Responsibility #5: Technical support for Nutrition

• Participate and provide technical support during review of nutrition guidelines and/or manuals or standard operating procedures; as appropriate.
• Provide technical support in the integration and implementation of social and behaviour change communication works across the project implementation.
• Provide programmatic support and/or organize technical meetings under the guidance of the CARE CASCADE Project  Manager.  
•  Provide technical support in liaising with other sectors like food security and private sector engagement, and support partnership, and advocacy efforts to strengthen project implementation.

JOB SUMMARY: 

FAcE-PaM seeks to engage a Gender Technical Officer for its Catalysing Strengthened PoliCy Action for Healthy Diets and ResiliencE (CASCADE) Project to deliver the objective of healthier diets and increased resilience to price and climate-related shocks for women and children in Jigawa and Kebbi state, Nigeria.

The Gender officer will lead the implementation of the gender transformative approaches by implementing CARE Social Analysis and Action (SAA) Approaches interventions and work with the CARE Project team to ensure the activities are well integrated with the overall project. S/he will provide guidance and technical input where necessary, especially on gender analysis findings, social analysis and action, gender transformative approaches, impact assessments and wider gender mainstreaming. S/he will work with other technical unit within the Consortium and partners to ensure that CARE’s gender equity and diversity principles are incorporated into all processes and activities within the CASCADE Programme.

The officer will ensure project stakeholders’ participatory consultations consider gender and that the needs of women and girls are prioritized. S/he will act as a resource person in capacity building, knowledge-sharing events and other relevant activities. This will include developing, reviewing and updating gender training modules to ensure they are of high standards and monitor implementation. The position will develop and maintain relationships with state and local authorities coordinating joint efforts and training in consultation with the supervisor.

 

JOB RESPONSIBILITIES: 

Job Responsibility #1: Lead implementation of project gender-related activities                                                                             

• Ensure gender mainstreaming into Nutrition and agriculture project activities.
• Provide support to all project activities specific on advocacy for women voices against social norms that impede women access to dietary practices, with particular emphasis on helping relevant staff analyze program implications for men and women in various communities and ways to address issues.
• Ensure that the coordination of Gender Champions in facilitating Social Analysis and Actions-Dialogues sessions with women at communities.
• Coordinate closely with CARE Nigeria Gender Technical Coordinator on Workplans, Concept Note on Gender in Nutrition activities.
• Job Responsibility #2:  Capacity building of project stakeholders at the LGA and community level 

• Facilitate the development and implementation of gender action plan with LCFN across implementing LGAs and communities.
• Conduct gender analysis/Assessment on gender and social norms.
• Provide support, training and technical assistance to partners on gender and related topics.

FAcE-PaM seeks to engage an Agriculture and Livelihood Officer for its Catalysing Strengthened PoliCy Action for Healthy Diets and ResiliencE (CASCADE)-CARE Programme to deliver the objective of healthier diets and increased resilience to price and climate-related shocks for women and children in Jigawa and Kebbi state, Nigeria.

JOB SUMMARY

The purpose of the Livelihoods Project Officer is to provide leadership in the delivery of the CASCADE activities on increasing women’s access/control and influence over of household and agricultural assets and incomes, specifically the delivery of the Farmer Field and Business School, Social Analysis and Action and VSLA methodologies in the project. The Project Officer will work with  CARE’s Project Manager and other stakeholders in equipping the small-holder women farmers and community-based trainers with the necessary capacities for increased food and nutrition security in the .

Jointly with the Project team, S/He will be responsible for planning and implementation of the CASCADE, monitoring, Evaluation, and documentation; partnerships development, coordination and representation at the County level and maintenance of the Project resources among other activities related to the achievement of CASCADE project objectives in operation.

RESPONSIBILITY 1: Planning & implementation of CASCADE project milestones

• Support Women Small Holder Farmers in strengthening capacities on Good Agronomic Practices using CARE Farmer Field and Business School Approaches
• Support Lead Farmers in setting out Model Farms together with selected private sector in project communities
• Work closely with Women in Agriculture and Agricultural Extension Workers in Local Government Areas to enhance women participation in  nutrition sensitive agricultural activities
• Coordinate demand creation for products closely with private sectors actors at the Community
• Facilitate step trainings on various nutrition sensitive agriculture initiatives
• Support Food Loss and waste activities to promote post handling techniques amog
• Coordinate input suppliers in supporting women farmers access to quality inputs
• Work with Financial Inclusion Platforms  (VSLA, SILC) to layer nutrition services
• Strengthen access to land and water for women small holders’ farmers through innovation tech solutions
• Support Community Resilience building effort through Community Adaptation Plans

RESPONSIBILITY 2: Supporting Monitoring, Evaluation, Reporting and Learning on CASCADE

• Liaise with Project Coordinator and MEAL Officer r to ensure preparation of timely draft narrative reports meeting Implementing Partners reporting requirement  
• Support in the development of quarterly  workplans, and detailed implementation and monitoring plans. 
• Identify and document challenges in implementation that would have negative impact and or undermine the performance of the project, identify solutions and implement actions on timely basis to avert negative performance in consultation with  FAcE-PaM project Coordinator  and CARE MEAL Officer.
• Share monthly data on indicator performance in line with project requirement , discuss and ensure partners are aware of.
• Support in carrying out data quality assessment and supporting internal documentation
• Monitor progress of work plan implementation in consultation with Project Coordinator.
• Support domain four  on Knowledge Management and Learning activities and coordinate Communication and Learning assistants
• Collaborating with the Project Coordinator  and other technical Officers in providing guidance to project implementation Officer , facilitating
• Facilitate the collection and verification of data on all indicators.
• Working closely with Project team and CARE International team  to support the documentation of Human-Interest Stories and lessons learnt for internal and external dissemination.

RESPONSIBILTY 3: Linkage and networking with other collaborators

• Represent FACEPAM in relevant community development planning meetings.

 

• Liaise with the Relevant Local Government officials, collaborators, and other stakeholders as appropriate.
• Enhance teamwork and synergy in programming and CASCADE activities.

Qualifications

Mandatory

Monitoring, Evaluation and Learning Officer

JOB SUMMARY

FAcE-PaM seeks to engage a Monitoring, Evaluation and Learning Officer for its Catalyzing Strengthened PoliCy Action for Healthy Diets and ResiliencE (CASCADE)-CARE International Programme to deliver the objective of healthier diets and increased resilience to price and climate-related shocks for women and children in Jigawa and Kebbi state, Nigeria.

The MEAL Officer will be supporting the implementation of the overall MEAL system of the Project. S/he will assist the project team with activities, including data collection, data entry, database management and analysis.

RESPONSIBILITIES AND TASKS:

Job Responsibility #1: Monitoring and Evaluation of CASCADE activities

• Support in collecting data needed for reporting output and outcome indicators.
• Support in conducting assessments as needed, facilitate data collection using both quantitative and qualitative tools.
• Monitor activity implementation progress against objectives and work plans.
• Lead in all project activities, and service providers mapping exercise.
• Validate program data.
• Conduct DQA regularly.

• Lead Feedback and Accountability mechanisms assessments with the community to ensure efficient use of preferred feedback channels by the community.
• Participate in Monthly coordination, quarterly and annual review meetings to harness feedback from stakeholders for program implementation.
• Maintain the complaints and feedback received and ensure a timely and appropriate follow-up or referral if needed.
• Clean and validate data received from beneficiaries for complaint and feedback database and generate weekly summaries.

Job Responsibility #3: Data System Management

• Work with the project team to ensure documentation of programme learning initiatives and outcomes (case studies, photos, lessons learnt, most significant change stories, etc.)
• Participate in the dissemination of learning outcomes to other team members to ensure that good practice is understood and adopted.
• Extract action points from field/ Activity reports and maintain  consolidated monthly action plan/feedback trackers.
•  Support in archiving of program documents at the field level.
• Contribute to the timely and quality compilation and submission of project periodical reports (Weekly, monthly, quarterly, Annual and others where requested ) to the Project coordinator. 
• Assist in the preparation of the project’s operations plans/work plans & reviews.

Job Responsibility #5: Program quality improvement

• Conduct field monitoring visits/spot checks as appropriate.
• Support project staff during training by ensuring pre and post-tests are done for all training and documented.
• Lead Quarterly review meetings alongside the Project Coordinator

QUALIFICATION/EXPERIENCE/TECHNICAL SKILLS:

Required

• Minimum of bachelor’s degree in Statistics, Mathematics Economics, Sociology, Information Management and Technology, Public Health, or its equivalent.
• At least 2-4 years’ experience working in an M&E system with experience in developing M&E plans, indicator tracking sheets, capacity building, quantitative and qualitative data collection, analysis, and reporting and/or other.
• Experience in setting up and/or managing M&E systems, preferably in an NGO setting.
• Knowledge and/or experience of working on accountability initiatives, such as information sharing and complaints response mechanisms.
• Proficiency in MS Office applications, Word, Excel, PowerPoint, Spreadsheets and other Statistical software e.g. SPSS, STATA and QGIS. 
• Experience in working with protection information management systems such as GBVIMS, Primero

Policy and Governance  Technical Officer:

Key Responsibilities.

• Promotes governance mainstreaming within the programme cycle in line with the CASCADE Policy Focus Areas. .

• provides technical leadership to strengthen the CASCADE Policy and advocacy Gateway in the implementing state.

Finance officer

The Finance Officer will support the delivery of all financial management functions of the CASCADE project in Bauchi according to FAcE- PaM’s Financial Manual, including but not limited to petty cash management, monthly payroll processing and the monitoring of financial activities and requirements as they relate specifically to FAcE -PaM’s relationship with Donor organization. S/he will check all expense-supporting documentation to ensure compliance with organization’s policies and related law, prior to obtaining approvals and payment processing.  S/he will coordinate and act as focal point for issues relating to finance on the CASCADE project .

Job Responsibilities

Responsible for the management and supervision of financial administration systems and procedures of the CASCADE Project, to ensure full compliance with FAcE -PaM and Donor financial management rules and requirement.

Responsible for verification of expenditure and implementation of corresponding payments and recoveries after their authorization by the Budget Holder.

Keeps all financial records and transactions relating to the CASCADE project in accordance with FacE PaM and Donor procedures and submits timely replenishment requests and reports.

Prepares monthly, quarterly and annual financial reports/statements for the project with standard accounting principles-including budget tracking and preparation of budget variance analysis

Prepares cash flow statement and cash forecasts for the project as and when needed

Liaises with the Administrative Officer (Procurement) and Finance Lead to ensure optimum operations of the CASCADE project

Supports internal and external auditing processes by providing all supporting documentation in an orderly and timely manner.

Ensures that all payment request forms, invoices, POs, receipts and any other payment documents are critically checked for accuracy and correctness and meet the organization’s minimum standard.

Ensures proper and accurate coding of expenditure on all primary documentation.

Processes all bank drafts and Tele graphic transfers.

Acts as contact person with the bank to operate banking duties as required for effective management of the project.

Ensures records are filed and properly stored, (physically and digitally) as required by FacE PaM’s Process and procedures.

Ensure detailed and accurate records of all financial transactions are maintained physically and electronically in accordance with generally accepted accounting principles

Participate in regular meetings with Donor organizations to ensure that the working relationship between them and FAcE -PaM is positive, open, and conducive to the successful achievement of agreed objectives.

Generate, review , track and manage Budget Vs Actuals report of expenditures and advise Project Management in order to ensure optimal burn rate for the CASCADE project is maintained .

May be required to sit on procurement committees and provide financial oversight in the procurement process.

To perform any other duties that may be delegated by the Project Manager.

Persons Specifications

Education:

Minimum of bachelor’s degree or equivalent in Finance, Accounting or any other financial related course.

 

Experience:

 Minimum of 3-4 years Practical experience of all core financial management & Accounting activities, including accounts payable, bookkeeping, cash management, budget development, statutory requirements and standard accounts

Ideally 2 years out of this should have been on Contract and Grant Management within an NGO setting with a proven knowledge and experience of grant accounting and sound experience with donors funding regulations, procedures and reporting requirements

Strong numerical skills and experience using a computerised financial management information system

Skills & Abilities

Good analytical skills and experience using a computerised information management system (Ms. Word, Excel, Accounting software etc.)

A critical focus on providing a superior service level to managers and colleagues and delivering agreed results within time and budget constraints and to expected standards.

Excellent organization skills and flexible approach to planning comprehensively, managing and effectively prioritizing a high workload and multiple tasks and deadline.

Ability to adjust to constantly changing situations while maintaining focus on delivery and follow-through.

Good analytical and conceptual thinking skills with a proven proactive approach to identifying and resolving problems and suggesting improvements that continuously seek to provide a better service to FAcE PaM.

Excellent personal communication skills, in written and verbal English and at least one main local language widely spoken in Northern Nigeria.

Proven experience as a team worker and demonstrably cooperative with members of other teams, responding quickly and accurately to queries and issues.

Commitment to safeguarding policies to ensure all people who meet FAcE -PaM are as safe as possible.

 

Desirable

Recognized accountancy qualification (ANAN, ICAN) is an added advantage.

Knowledge or experience of FAcE PaM’s (or similar organization’s) program work, including field experience.
