Brief About Forward in Action for Education Poverty and Malnutrition (FAcE-PaM)
FAcE-PaM is a not-for-profit non-governmental organization, registered with the Cooperate Affairs Commission in 1998. FAcE- PaM’s vision is a Transformed Society with the capacity for Sustainable Development with the Mission to Enhance Human Development through Empowerment, Education, Reduction of Poverty and Malnutrition. FAcE-PaM’s is a Partner to CARE International in the implementation of CAtalyzing Strengthened policy aCtion for heAlthy Diets and resilience (CASCADE) Project.
CASCADE Project is a Programme being implemented being implemented by CARE International and Global Alliance for Improved Nutrition (GAIN) with funding from the Netherlands Ministry of Foreign Affairs. CASCADE is a 4.5year (2022-2026) programme implemented across six countries (Nigeria, Benin, Mozambique, Kenya, Ethiopia and Uganda). In Nigeria the program aims to strengthen nutrition systems that contribute to ending malnutrition for 1.1 million women of reproductive age and children under the age of 5 and is being implemented in the State of Bauchi, Jigawa, Kebbi and Nasarawa States.

FAcE-PaM seeks to engage a Health and Nutrition Officer for its Catalysing Strengthened PoliCy Action for Healthy Diets and ResiliencE (CASCADE)-CARE Project to deliver the objective of healthier diets and increased resilience to price and climate-related shocks for women and children in Jigawa and Kebbi state, Nigeria.
The incumbent will support the design/review, implementation, monitoring, and evaluation, as well as knowledge management of activities relating to nutrition-specific/sensitive interventions with a particular emphasis on maternal and child nutrition, nutrition, and comprehensive nutrition services interventions (CNSI) package.

FAcE-PaM seeks to engage a Gender Technical Officer for its Catalysing Strengthened PoliCy Action for Healthy Diets and ResiliencE (CASCADE) Project to deliver the objective of healthier diets and increased resilience to price and climate-related shocks for women and children in Jigawa and Kebbi state, Nigeria.
The Gender officer will lead the implementation of the gender transformative approaches by implementing CARE Social Analysis and Action (SAA) Approaches interventions and work with the CARE Project team to ensure the activities are well integrated with the overall project. S/he will provide guidance and technical input where necessary, especially on gender analysis findings, social analysis and action, gender transformative approaches, impact assessments and wider gender mainstreaming. S/he will work with other technical unit within the Consortium and partners to ensure that CARE’s gender equity and diversity principles are incorporated into all processes and activities within the CASCADE Programme.
The officer will ensure project stakeholders’ participatory consultations consider gender and that the needs of women and girls are prioritized. S/he will act as a resource person in capacity building, knowledge-sharing events and other relevant activities. This will include developing, reviewing and updating gender training modules to ensure they are of high standards and monitor implementation. The position will develop and maintain relationships with state and local authorities coordinating joint efforts and training in consultation with the supervisor.

JOB SUMMARY
The purpose of the Livelihoods Project Officer is to provide leadership in the delivery of the CASCADE activities on increasing women’s access/control and influence over of household and agricultural assets and incomes, specifically the delivery of the Farmer Field and Business School, Social Analysis and Action and VSLA methodologies in the project. The Project Officer will work with CARE’s Project Manager and other stakeholders in equipping the small-holder women farmers and community-based trainers with the necessary capacities for increased food and nutrition security in the .
Jointly with the Project team, S/He will be responsible for planning and implementation of the CASCADE, monitoring, Evaluation, and documentation; partnerships development, coordination and representation at the County level and maintenance of the Project resources among other activities related to the achievement of CASCADE project objectives in operation.

FAcE-PaM seeks to engage a Monitoring, Evaluation and Learning Officer for its Catalyzing Strengthened PoliCy Action for Healthy Diets and ResiliencE (CASCADE)-CARE International Programme to deliver the objective of healthier diets and increased resilience to price and climate-related shocks for women and children in Jigawa and Kebbi state, Nigeria.
The MEAL Officer will be supporting the implementation of the overall MEAL system of the Project. S/he will assist the project team with activities, including data collection, data entry, database management and analysis.

The Finance Officer will support the delivery of all financial management functions of the CASCADE project in Bauchi according to FAcE- PaM’s Financial Manual, including but not limited to petty cash management, monthly payroll processing and the monitoring of financial activities and requirements as they relate specifically to FAcE -PaM’s relationship with Donor organization. S/he will check all expense-supporting documentation to ensure compliance with organization’s policies and related law, prior to obtaining approvals and payment processing. S/he will coordinate and act as focal point for issues relating to finance on the CASCADE project .
Job Responsibilities
Responsible for the management and supervision of financial administration systems and procedures of the CASCADE Project, to ensure full compliance with FAcE -PaM and Donor financial management rules and requirement.
Responsible for verification of expenditure and implementation of corresponding payments and recoveries after their authorization by the Budget Holder.
Keeps all financial records and transactions relating to the CASCADE project in accordance with FacE PaM and Donor procedures and submits timely replenishment requests and reports.
Prepares monthly, quarterly and annual financial reports/statements for the project with standard accounting principles-including budget tracking and preparation of budget variance analysis
Prepares cash flow statement and cash forecasts for the project as and when needed
Liaises with the Administrative Officer (Procurement) and Finance Lead to ensure optimum operations of the CASCADE project
Supports internal and external auditing processes by providing all supporting documentation in an orderly and timely manner.
Ensures that all payment request forms, invoices, POs, receipts and any other payment documents are critically checked for accuracy and correctness and meet the organization’s minimum standard.
Ensures proper and accurate coding of expenditure on all primary documentation.
Processes all bank drafts and Tele graphic transfers.
Acts as contact person with the bank to operate banking duties as required for effective management of the project.
Ensures records are filed and properly stored, (physically and digitally) as required by FacE PaM’s Process and procedures.
Ensure detailed and accurate records of all financial transactions are maintained physically and electronically in accordance with generally accepted accounting principles
Participate in regular meetings with Donor organizations to ensure that the working relationship between them and FAcE -PaM is positive, open, and conducive to the successful achievement of agreed objectives.
Generate, review , track and manage Budget Vs Actuals report of expenditures and advise Project Management in order to ensure optimal burn rate for the CASCADE project is maintained .
May be required to sit on procurement committees and provide financial oversight in the procurement process.
To perform any other duties that may be delegated by the Project Manager.
Persons Specifications
Education:
Minimum of bachelor’s degree or equivalent in Finance, Accounting or any other financial related course.
Experience:
Minimum of 3-4 years Practical experience of all core financial management & Accounting activities, including accounts payable, bookkeeping, cash management, budget development, statutory requirements and standard accounts
Ideally 2 years out of this should have been on Contract and Grant Management within an NGO setting with a proven knowledge and experience of grant accounting and sound experience with donors funding regulations, procedures and reporting requirements
Strong numerical skills and experience using a computerised financial management information system
Skills & Abilities
Good analytical skills and experience using a computerised information management system (Ms. Word, Excel, Accounting software etc.)
A critical focus on providing a superior service level to managers and colleagues and delivering agreed results within time and budget constraints and to expected standards.

Recognized accountancy qualification (ANAN, ICAN) is an added advantage.
